Doctoral thesis hypothesis: If the engineering properties of the stabilized structures are good or better that constructed with traditional methods and if the environmental impacts are less or none comparing with depositing the ash then the doctoral thesis could be the base for the policy makers to issue the regulation for better ash utilization.
