Helen Eenmaa kaitses Yale Law School’is õigusteaduste doktorikraadi. Ta on Tartu Ülikooli õigusteaduskonna IT-õiguse teadur ja üks selle valdkonna tarmukamaid edendaid Eestis, olles pannud aluse IT-õiguse õppe- ja teadusprogrammile ning infoühiskonna keskusele Tartu Ülikoolis. 2018. aastal valiti ta Eesti Noorte Teaduste Akadeemia tegevliikmeks. Samal ajal tegutseb ta aktiivselt ka väljaspool Eestit, muuhulgas külalislektorina European Joint Doctorate in Law and Development (EDOLAD) programmis. Ta on olnud Yale’i ülikooli filosoofia õppejõud. Järeldoktorantuuri teadustöö tegi ta Euroopa Ülikool-Instituudis Firenzes, Tilburgi Ülikoolis Hollandis ning FGV Rios Brasiilias. Oma teadustöös keskendub ta peamiselt tehnoloogiaõiguse, õigusfilosoofia ja õigusökonoomika küsimustele. Viimastes artiklites uurib ta näiteks, millistel tingimustel on tarkade lepingute abil võimalik luua uusi turge, kuidas usaldus omandab võtmerolli lepinguliste rezhiimide eristamisel, mil viisil saab õigus olla ühteaegu õigluse kehastus ja tööriist heaolu saavutamiseks ning mida tähendab meie kohustuste jaoks see, et elame võistlevate normatiivsete süsteemide keskel. Eenmaa on töötanud ka juristina Euroopa Parlamendi ja ÜRO julgeolekunõukogu juures ning avaldanud töid rahvusvahelise õiguse teemadel.

Helen Eenmaa received her Doctorate in Law (JSD) from Yale Law School. She is the Founder of the Information Technology Law Research and Study Programme at the University of Tartu and a recognised representative of this field in Estonia. In 2018, she was elected to become a Member of the Estonian Young Academy of Sciences.

Helen leads law & economics and technology law tracks in the European Joint Doctorate in Law and Development (EDOLAD) and has a long experience in teaching moral and legal philosophy from Yale University.

During her recent post-doctoral research at the European University Institute in Florence, Tilburg University in the Netherlands, and FGV in Rio de Janeiro, Brazil she has primarily focused on issues related to technology law, legal philosophy, and law & economics.

In her recent publications, she explains new technologies as sources of trust for creating new markets and introduces concepts like no-party trust and no-trust environments. Relying on her research in economic analysis of law, she discusses under what conditions it is possible to alter markets with smart contracts.

Her research also builds on her background in studying concepts of justice throughout doctoral studies at Yale. In the related papers, she explains how the fundamental values and distributive justice concerns change with algorithmic contracting; how law can be an embodiment of justice as well as a tool for achieving wellbeing at the same time; and what the fact that we live amid competing normative systems means for our obligations towards each other.

Helen has also worked as a lawyer at the European Parliament and the UN Security Council, and published papers in international law.

- European Regional Development Fund: 960 000 EUR. Role: Main Coordinator. Public procurement contract for providing MA and PhD education in Information Technology Law with my team at the University of Tartu (2015-2020)
